I= n Arcadia we have had cumulative cuts of $3.6 million since 2001-2002. Mos= t of these cuts will be ongoing and the cumulative total will continue to i= ncrease every year. This year, Arcadia schools absorbed a budget shortfall= of almost $2.5 million using a combination of carry over funds, reserves, = and limited program cuts. We have worked very hard to limit our impact on= programs and staff, hoping that the economy would improve and that the Sta= te would resolve its budget deficit by now. That has not happened. In the= upcoming budget year, even if Propositions 57 and 58 pass, we anticipate t= hat we will need to make about $1million in additional cuts, which will imp= act programs and staff, and we will need to make even more serious cuts if = the propositions do not pass.=20=20 Because we believe the impact of these propositions will significantly= impact Arcadia, the Governing Board took action on February 10 to pass a r= esolution in support of these two propositions. Both Propositions must be = approved by the voters for either measure to become operative. Proposition= 57 would authorize the state to issue a $15 billion bond to refinance exis= ting debt at a lower interest rate and provide some relief toward the defic= it. Importantly, this bond would replace, not be in addition to the $10 bi= llion bond currently authorized by the legislature but in danger of being n= ullified by the courts. Proposition 58 would require lawmakers to pass a b= alanced budget each year, and would establish a reserve account that could = be drawn upon in low revenue years. It would also prohibit issuing deficit = bonds in the future. The propositions have the support of the California T= axpayers Association, the Howard Jarvis Taxpayers Association, the Chamber = of Commerce, and bipartisan support in the legislature. Propositions 57 and 58 are considered essential to the Governor's prop= osed budget. While the Governor's budget proposal does not provide enough = funding to save school districts from additional cuts this year, nor repay = any of the cuts K-12 education has suffered in the last three years, it doe= s protect education from additional cuts. However, the Governor's proposed= budget is based on the passage Propositions 57 and 58; if they fail, we an= ticipate significantly greater cuts to education statewide and to Arcadia. = Don't forget to vote on March 2.
