Legislation requires that all districts that are successful in passing a general obligation bond create a Citizens Oversight Committee to "actively review and report on the proper expenditures of taxpayers' money for school construction." The November 2006 General Obligation Bond - or Measure I - is the $218 million school facilities bond approved by more than two-thirds of Arcadia voters. (General obligation bonds only require 55% of the vote to pass.) By law, the Citizens Oversight Committee is required to have a minimum of seven members which must include: a parent or guardian of a child enrolled in the district; a parent or guardian of a child enrolled in the District and active in a parent-teacher organization; business community representative; senior citizens' organization; bona-fide taxpayers association; and two members of the community at-large. Qualified persons must be at least 18 years of age.
